All 650's Bike turning off after 10 seconds of cold start and then revs a little bit on its own after the second start ,

I bought a used CBR650F 2014 with just 3k kms and I still didn't service it , but it all fluids are there and I checked their level and they are in the accepted range, except the coolant fluid I think it's empty. , because I can’t see anything between mellow and high and I opened the cap and didn’t see any fluid. When I cold start the bike, it stays on for like 10 seconds then turns off, after the second time it turns on , and I have to rev it a little bit so it doesn’t turn off and then revs by itself like 1300 to 1300 pm , just like in the video below, untill I give it some throttle and the first couple of throttle pulls there's a delay in the response, untill like the the third pull and then it becomes perfect and rides perfectly. Help please less
