CB650R I want to get an Arrow Exhaust, dealership urges I must get a flash ecu which will cost me about 700CAD. Anyone can confirm if it indeed needs one?

Another dealership carrying Akrapovic says this exhaust system does not require a tune so now i'm thinking I should go that route.

I have seen at least two different people with the Arrow full system claiming that they experienced weakened torque and sluggish response at the low-rev range. On the other hand, I have also seen multiple people who believe Akrapovic is one of the few full systems that really do not require ECU flash. One of those ppl is the person who switched from Arrow to Akra after feeling the tourque decrease w/ the Arrow.
I personally have come to believe that it is safer to stick with full systems that has the "breadbox" for cats and sound muffling which increases the airflow resistance in the exhaust pipes thereby creating a similar circumstances to the stock exhaust, if you want to steer away from spending $ on ECU flash. Products that come up in my head are the homolagted Akra, Termignoni(650F version only; 650R versions are de-catted straight pipes), Ixil, CS Racing, etc.

It's not a belief, it's literally on their website and in their paperwork that comes with the pipe: it does not need a flash or piggyback tuning unit, and the bike will run great without one.

I do not believe Arrow states the same thing since their pipe design is totally different than the stock one.

Revzilla states that they recommend a fuel controller with the Akra. I've emailed Akra for their input, but not heard back as of yet.

Not to make this issue any harder for you but I bought the Ixil L3XB for my cb650F and I love it. shipping was a mess because I bought it during covid shutdowns but it was much cheaper than the other typical brands. full exhaust was 750 USD. I planned on getting it tuned by a specialist here in T.O but didn't because of a personal injury that side tracked my riding season. Now that I'm back on the bike for the end of the season riding pretty regularly I don't feel that the bike has lost anything but I haven't dyno'd it to be sure. Either way it looks and sound great if you value those type of things. I do still plan of getting it flashed.

Generally speaking an exhaust only change does not necessitate a tune. I had the full AKRA on my 650F and it ran just fine. These bikes use speed density rather than MAF calculations so the ECM will accommodate a freer flowing exhaust By design. If you make changes to the intake setup and cylinder heads then you would need to remap for more fuel.
