1) Yes, that's why it has a square hole in the top
2) part #13 is internal to the engine and is not removed with the filter during regular servicing, so "no" you shouldn't buy it unless you mangle your existing one

The torq in the service notes for the oil filter is 26NM . Im going to do it but it just seems allot to me. The exhuast nuts even require less torq than that. Im Paranoid of over tightening. But if that's what it says it will be ok. Did you torq yours J ?To add... You should always use a new crush washer on the drain bolt.

Did they tell you to do it by hand? I learn that for cars and works there, (on the CB I actually over-torqued it by handyeah to true I do always stick to the Torq specs honda say. I went a bike shop today buy a filter tool and they advised me not use a torq wrench 😂,
